Luc, each nation can set its own laws regarding the behaviors of those in that nation. In Italy, wine is very much a part of the evening meal, and many teens learn to drink responsibly at home.

In the US, many teens are denied alcohol of all types at home. As a result, they do not learn responsible alcohol use until they've spent a sufficient number of weekends worshiping the Porcelain God or been close to an alcohol-related tragedy. At that point, many suddenly comprehend moderation, even abstinence, but that's in their twenties far too often.

The United States and the United Kingdom have higher rates of alcohol abuse than Italy does.  People here are more likely to recreationally drink alcohol whereas the Italians are more likely to just have a glass of wine.  Many people here argue that 18 should be the limit.  If you can defend your country at war, you should be old enough to legally have a beer in the USA, though this is not the case.  Too many irresponsible underage college kids are causing problems (DUI, fights, etc...).  It all has to do with culture.
