Why is 1990 the base year of the UK Climate Change Bill?

    "This Bill puts into statute the UK's targets to reduce carbon dioxide emissions through domestic and international actionby at least 60 per cent by 2050 and 26-32 per cent by 2020, against a 1990 baseline."

    The site didn't address your basic question, though.  I'm assuming that levels may have risen somewhat since that time, and/or that this level is deemed acceptable, whereas more recent levels are not.

    P.27 of 2nd site makes reference to the environmental Act of 1990.

    Third site is said act, but it's another 34 pages.  If you're that curious and persistant, be my guest!
