Why is'nt Bush calling the congress back from vacation to put some kind of energy bill in order?

I know he has the power to call them back into session and now seems like a great time to do it. What kind of person turns out the lights and takes an extended vacation knowing the crisis at hand anyway?

Bush feels this is the last nail in their coffin. We're hurting now but it'll be a lot worse in 6 weeks, d**n good campaign fodder for the Republicans party if handled right, don't you think??
