Why is AL-QAIDA shifting its efforts from Iraq to Afghanistan??

Do you agree with what these US officials are saying about Al-Qaida in Iraq?

"“They will never be able to get back in amongst the people [in Iraq] where they have to live and operate in order to be able to be successful,” Gen. James Conway, commandant of the Marine Corps, said in an interview with USA Today."

And if it is true why would Al-Qaida be shifting their focus from Iraq to Afghanistan if they have not accomplished anything in Iraq? Does this mean they have quit? Are they done playing war in Iraq?

no i don't agree i think the white house don't have a clue that's why we have the mess we have over there now and they haven't had a clue since the begging or we would not have  gone to war in Iraq
