  1. The French settled Canada first and although French speakers are a numerical minority, they have a majority in Quebec, and through other provinces. It's bilingual to respect the rights of francophones, but also to forestall the struggle for Quebec Independence. The Independence Party Bloc Quebecois has 56 MP's in Parliament, so they can be very influential.

  3. french canadian and english.the french canadians are a proud bunch.they really don't like to speak english even though most can.it's because the french had settled in that area.all are providences and each has it's own set of rules .to be honest who knows.but i believe it is more about heritage.
