Why is DVD format (720x576) refered to as 4:3 when its not?

why is DVD format (720x576) refered to as 4:3 (1.33) when it infact is not for it to be 4:3 it would need to be 720x540

    The thing that frustrates me now that I have a wide screen is the black bars at the sides on so many shows.
