Why is East Timor's military chief involved in discussions about Reinado ?

The chief in question Taur Matan Ruak shouldn't be involved.

Taur Matan Ruak was recommended to be charged in 2006.

Reinado is purely a smokescreen to avoid having to try to arrest Taur Matan Ruak.

Dare I suggest that Rerden would be too cowardly to try to arrest Taur Matan Ruak.
