  1. It's because he is not part of the british royal family by blood, so he can't be called(or become) king.


  2. A wife goes up to her husband's level.  A husband does not.  Therefore, the husband of a queen can go no higher than royal duke or prince consort.  Princess Anne's husbands were commoners.  Princess Margaret's husband was a commoner but was raised to the level of an earl, a curtesy title.

The Queen has never granted Prince Philip the title of Prince Consort, which is actually the next best title after King Consort.  Prince Albert of Saxe-Coburg and Gotha is the only spouse of a British queen ever to have held it. It was awarded to him in 1857 by his wife, Queen Victoria (reigned 1837–1901). In 2005, Prince Henrik, the spouse of Margrethe II of Denmark, was awarded the same title.
