Why is Katie Couric considered 'fluff'?

Everyone says that Katie Couric is all fluff because she did 15 years of Today before becoming an anchor. Charles Gibson, however, did NINETEEN years of morning news and yet he is a 'hard news' man. Why? Tom Brokaw, one of the best, did moring for 8 years. Couric did hard news before Today, so what gives?

For me, even though this sounds strange, it was her insistence on showing her legs off.  They even redesigned the desk so it didn't have a front on it.  Focus on the news and don't be so blatant about looks.  Everyone makes sure they look good, but don't be so obviously concerned with it

I agree with babaslky. Katie Couric needs to be more serious and business like, more like Baraba Walters.

With her it's like your watching the "cute version" of the news.

Katie Couric has a major  likeability problem.   Also, she (most others are just as guilty) has a way of  giving her side of the story, not just reporting the news.
