Why is McCain proposing to beg the states to fill his health care gaps?

McCain health care plan has a flaw on the uninsurable as his plan doesn't help them. Instead he is proposing to beg individual states to setup a plan for them according to his election website.

Why doesn't he simply do the work himself?

Because he is a Republican.  As a rule and historically, they want individual states to fund all of their ideas.
