Why is McCain stronger on foreign policy again?

As far as I can tell McCain's foreign policy is the same as Bush's. Same foreign policy that is netting Bush record-low approval ratings. If that's "strong foreign policy", I'll take the alternative.

    barrack obama has not even finished one term of public office and wants to gut the military
