Why is Obama adopting Hugo Chavez's policies and trying to impose them on the USA?

I don't see what policies Obama is implementing that are similar to Hugo Chavez.

-We don't try to buy off other countries with oil money like Venezuela does.

-We don't try to ration food like Venezuela is doing.

-We don't try to amend the constitution were the president can be president for life.

-We don't try to create neighborhoood spy networks for the government like Venezuela wants to do.
