Why is Quebec usually exempt from Canadian contests?

The small print always says "contest not valid to residents of Quebec". Why is that?

  2. All of Canada is governed by English common law and its contract

    law. Only Quebec is governed under the Napoleonic code of law that is what the law is in France which has totally different contract law.As it is too difficult to make contest rules to fit both English common law

    and the Napoleonic code they just stick with the provinces that are

    covered by English common law and skip Quebec.
