Why is SKIN PEELING on my p***s?

Question

it is wierd if i wash my skin on p***s head with just water and kind of give it a gentle rub every day i never get the skin peeling WHEN I AM NOT ERECT.

when i am erect however my p***s' skin starts to peel. the simple solution is to put water on the head and it completely goes away till dry.

also when i put vasaline on the p***s head there is no skin peeling when i am erect.

i am uncircumcised and am not sexually active. i thought it might be irratation from masturbastion but i can never wait long enough to see and it could be dry skin. there is no pain or itchyness

can anyone help me?
