I don't know where you heard that, Tijuana is not the happiest place on earth.  For the past few years, the border town has been plagued with violence from rival gangs trying to control the border drug trade.  It has gotten to the point where there is corruption in the police force and journalists are being killed for reporting the news.  Please, if you decide to visit TJ, go with someone who is fluent in Spanish and knowledgeable of the area. Living in San Diego, we get a lot of traffic from the border and have a first hand look at the dangers.  

Mexico itself is a great country, further south.  I would advise a trip to Cabo, or any other town away from the border.
