Why is Yahoo Briefcase broken on My.Yahoo?

Why does yahoo briefcase constantly have the message "Problem retrieving your personal information. Please try again later."

It is _never_ fixed, whenever I try it. Is there someone to contact to report a bug? How do you get something fixed?
