Why is a Quebec skilled worker immigration file from India being transferred from Damascus BIQ to Hong Kong?

I applied for Quebec skilled worker visa in June 2008 to Damascus BIQ. I recently got a letter from them stating my file has been opened and that from September 1, 2008, it will be transferred to the Hong Kong BIQ. Has this happened to anyone else? Why is it being transferred? Is it routine?

  1. They do this all the time.  Probably they feel that the Damascus office is overloaded so they are distributing their workload a bit.
