Why is a baja warrior minibike so slow?

Question

They have a 196cc engine. Which is obviously huge for a 150lbs bike. It is 6.5 hp and about 10 foot/lbs of torque. But they only go 20 mph. Why is this?

It's the governor...if you remove it, the bike should go much faster.
