Is it because a vigilante would take the law into their own hands via violence that real police do not?

  1. To be honest I think that it doesnt have to be illegal.if say I wanted to become one then I have to write a letter aking if i can and why I want to be one, then they should make me take some type of oth to swear that if I do come across a crime being comitted then I would warn the person to stop if he refuses then find what u can use to defend your self in case of attack from the person then if he/she carrys on then I would call it in. If I failed to keep the oth then they have the write to stop me from being one and/or make me pay a small fine of say 50-90 pounds. If the system worked liked that the it might work I dont no but you wont no unless you try.

  2. One possible reason - though highly implausible, considering our current government - is that the government wishes to protect people.

Think about it. If a normal person went up against the criminalia, that person would most likely be badly wounded, perhaps even mortally so. While some people now are stronger than others, nobody is invincible.

Then again, the government doesn't care about the population...
