Why is britain's public transport so far behind ?

In comparison to other EU countries such as Holland, France and Belgium. Instead of light pollution free trams you have groaning buses running in packs and operated by all different companies, belching out diesel fumes and black soot. Drivers having to serve each passenger and handle cash? The trains and rail operators UK wide are wildly expensive, just an absolute mess up and a systematic nightmare. With complicated laborious ticketing instead of one integrated automated validation ticket system for tram / bus / train, why is virtually every other EU country served by pleasant and efficient public transport and not UK ?
