Communal harmony is important because it allows there to be harmony inside a community. It is that simple. There need to be rules and laws in place that will ensure everyone is in harmony and the ones that are not in harmony need to be removed temporarily. Communal harmony needs to be there so that it is a safe and happy place to live. Everyone is happier when the amount of strife has been reduced.
