Why is every one's cell phonesay "all circuits are busy". This happens for hurricanes but it did not hit yet.?

everyone is calling relatives and trying to make arrangements to leave the area. i know because for 2 days i have been trying to make hotel reservations to get out of the way of the hurricane.

Never use live cell phone calls.  Only TEXT!!  Texts are cued up and sent out when a second comes available on Satellite.  Live calls are too hard, and can be dropped. Never texts.
