Why is every street in Baltimore one way?

Everytime I go there i miss one turn and end up in the ghetto trying to find my way back because i can't simply turn around.

I heard the council allowed a bunch of 14 year olds from a "special school" to design the one-way system! On a more serious side, I have heard that there is a one way street in Hong Kong, that you cannot get off, it just loops and only has one road leading in, you have to face on-coming traffic for a few seconds before being able to turn off a side road.
