Why is gas so cheap in Tijuana Mexico?

Its $2.50 a gallon and were paying $4.50 in California

PEMEX.  (petroleum mexico).  They control the prices south of the border.

its poorly refined and filled with polluting hydrocarbons that are contributing to global warming, killing baby seals and wiping out the polar bear population

Mexico export their own oil.  So they have plenty of their own supply of oil in the ground.

Second some of the gas price is the cost of transportation, refinery, profit, tax.

Besides the refinery, everything in Mexico would be less.  For example, if they try to get as much profit out of the low income people of mexico, they would have a riot - so the profit margin is lower.
