Why is german not a permanent member of the security council?

To concur with the other answers - The permanent members of the UN Security Council are: USA, Great Britain, France, Russia (assuming the seat of the USSR) and China. They were all Allies during WW II.

Because the Security Council (as part of the UN) was set up immiediatly following WWII and it had the victors of the war as members plus the successors states (US, UK, France, USSR and Communits China which succedded in 1971 Taiwan).  Germany as the loser in WWII was not included thus.

Article 23 of the UN Charter defines the permanent membership of the Security Council and names each of them.  Germany and Japan are considered to be enemies of signatories to the Charter at the time the Charter was signed and later ratified, as defined by Article 107 of the Charter. Any change to the permanent membership of the Security Council must be made by amendment to the Charter as set forth in Article 108 of the Charter. That requires an affirmative vote by two-thirds of the members of the General Assembly, which must be ratified by two-thirds of the members of the UN in accordance with the constitutional processes of their respective countries, including all of the permanent members of the Security Council.

Because, as the greatest professional army the world has ever seen.  Do you really think the rest of the world wants Germany to rise again?  Especially since Germany came very close to winning the entire vorld.
