To manage public works projects, like road construction and national defense, that individuals and private corporations do not do.

Because man's life without government is a state of perfect freedom, the state of nature, which quickly turns into a state of war of every man against every man and man's life becomes, in the famous phrase, " . . . solitary, poor, nasty, brutish, and short".

In short, we need government to protect us from our worst impulses.
