Why is he so scared to be with me?

I'm currently in iraq and there is this guy back in the states and we both care about each other and love each other and we talked about living 2gether when i return,i mean there isn't much i can do while i'm here and i gotta wait till i get back,but i can tell he's scared and he brings up the excuse that he might deploy and the long distance thing isn't gonna work out but if he doesn't we'll see what happens,why is he so hesitant

Take his hesitance as just that.  

Do not push him, and dont over think the matter.   He may be scared, and let it be.  Dont build up hope and expectations, and then tell him, it'll make him more scared.  Also, dont really use that as leverage agaisnt him for anything.

I think he's just afraid of losing you... and being away from you! But when you really love someone distance doesn't matter!!! Good luck =)
