Why is hugh(the polorbear)from ice road truckers workers working for someone else?

once the diamond mines north of yellow knife were up and running (as they got started after last season) there wasn't much money to be made running out of yellow knife.  so he followed the money and had to work for someone else... besides, he wanted a truck that ran right and the heater worked and his didn't.

Hugh seems the type of guy that exaggerates about everything, especially events related to his success. In season one it was obvious his equipment was substandard and he seemed to be a pretty cheap person. Incidentally I admire Alex more so than any of the other Ice Road truckers due to his outstanding work ethic.

Probably the History Channel gave him an incentive to move.

he couldn't get his fleet of trucks up north and make money so he took a job driving for someone else to make money

Because the picture painted in Season One of Hugh being an all powerful successful trucking company owner was not entirely accurate.  

He was offered more money to work out of Inuvik than he could possibly have made working the Yellow Knife routes.
