Why is it, when we see road construction crews working on a road project, there are always a group of people ?

standing around doing nothing? It seems this time of year alot of road construction is going on and as I drive past these projects, there's 1 guy working and 2-3 guys standing around near the working guy or looking over his shoulder. What are they getting paid for?

Supervising and the reason behind this is simple, they have a certain amount of money that needs to be used up every quarter and one way of doing this is putting a larger crew on the job than is needed.
