Why is it almost everytime i look at Los Angeles on webcams, people are wearing COATS, and long sleaves ?

Seriously... I think this is a good question! I live in the L.A. area and have never understood this either. I wear a coat maybe twice a year but have friends who wear one constantly from October through March...I don't understand! It is rarely cold here!
