Control Is Only Beneficial Under Xtreme Governments. In Good Ole USA Are Restricted Movement goes great when we need to be fined or sent to jail forced to do free labor for unauthorized move's. It a Financial Conglomerate nothing else.

by restricting a person's movement, the government has complete and total control . think of it like this...wha  rights do you have in prison? very few and the ones you have are enforced by prison staff.

Also it is psychological, it makes the people very aware of the reach and power of their rulers.
