Why would any government do this?

Examples: Soviet Union, China, n**i Germany, North Korea, various countries in Africa and South America.

  2. Control Is Only Beneficial Under Xtreme Governments. In Good Ole USA Are Restricted Movement goes great when we need to be fined or sent to jail forced to do free labor for unauthorized move's. It a Financial Conglomerate nothing else.

    People coming before the court system are restricted to ensure court appearances
