Are you talking about the IT stock market?  Or are you talking about the IT job market??  In either case, struggling economies tend to slow both of these.

Slowing economy and the bad debt generating over spending self indulgent people all over the world.

IT is not down these days.  IT stocks are faring up well in the past few weeks due to the constant Rupee depreciation.  This has helped most of the IT majors who will make up for the large amount of earnigs from this.
