Simply because there is none.

Because humans are reluctant to change.  They are comfortable where they are or they fear uncertainty. Change is uncertainty, and therefore; they are reluctant to be consistent until they have modified their behavior.

It's difficult because a human's natural tendency is, NOT to want to 'follow through'...

Because consistency is boring.  New things are exciting!  But if you keep doing new things, you keep erasing what you've already established :(
