  2. They're Old and/or disabled?

    Some of them should not be driving.

  3. Maybe they're handing out placards for driving disability...?

    I had one for a time, because of my ankle...but I was still zipping right along!

  4. i agree ..... probably shouldn't be driving if disabled....btw....have you ever noticed drivers of volvo's and minivans aren't much better?
