Why is it illegal to park in a handicapped space but not illegal when someone uses a handicapped stall?

if you dont have a disability and you park in a handicapp parking space, thats just being disrespectable to the handicap. its 500 dollars fine here in pa. if you take up space and you dont have the handicap plate or the placket in your window.

I too have wondered at that.  I do let the inconsiderate bastiges know if an able-bodied comes out of a handicap stall while I am there to see.

Because you are (usually) in and out of a stall in a few minutes, but parking spaces, sometimes hours.

But - perhaps there are bathroom police lurking out there....just waiting to catch you.
