You need to know at all times who is in attendance.  In the event of a fire or some other emergency, you may not be thinking clearly, so you need a list in black and white to help you and other adults account for all of the children.  Most registers also include a place for writing all pertinent contact information for parents and guardians so that you can contact them in the event of an emergency.  Keeping track of children's attendance can be used with parents who are chronically late, or who keep their children out of school a lot.  You can show them concretely that their child has been absent a lot, which can frequently explain why they aren't progressing as rapidly as they should.

    State registers are a way for the state to make sure children are attending school enough times a year and to determine truancy.  Those are usually required when children are in kindergarten and above.
