I believe you mean the conjunctival sac (not can)?

Reason:

The sac forms a small "pocket" to hold the eyedrop/ cream before it is spread to the eye (cornea) via blinking. If you place the medication anywhere else, mots of it will go to waste. Not to mention, the conjuctival does not have nerve endings, so it will not be painful.
