Well you see when I was at an educational institution I wanted to harass many, many people.  But on the first day they give you papers about their anti-harassment policy and it was right there that I knew I would have a problem harassing people.  So I decided it just wasn't worth it and never harassed anybody.  Without the policy, I definitely would've harassed almost the whole institution.
