Why is it okay for China to cheat?

I keep seeing different people disqualified in the Olympics for different reasons. Some seem to be legitimate, others seem overboard. However, the fact that the Olympic and/or gymnist committee will not investigate and bust the Chinese gymnists for being under age seems hypocritical to me. How do we change this for future Olympics?
