cuz they are scard the guy will not take the compliment and/or is scard what the guy will think or say about them.

Its just their social programming. Just like they will never call you, ask you out, make moves, its always up to the guy, thats an unspoken social rule. Even if a girl likes you, she won't lift a finger to let you know or make it work.
