Why is it taking so long for my refund to arrive after it was mailed??

I back dated my taxes and did 2005, 2006 and 2007 this year. I paper mailed my taxes except for 2007. I got my refund for 2007 and the IRS website said that my 2006 was mailed on June 13th. It still has not shown up yet in my mail. My 2007 took four days to arrive and so did my stim check which was mailed on June 13 and it arrived on the 17th. So why hasn't my return check showed up yet? I called the Post Office- which was pointless and the IRS wants me to wait until July 11th to ask anything about it. Can anyone shed some light on this situation or what to do?

I'm not in a flood area, but I am in Northern CA, so we're on fire- however, the post office said it has nothing to do with it.

It clearly should have arrived by now.  It should only take a week, unless it got hung up because of floods, etc.  But, I believe the IRS policy is one month before they'll process a replacement check.
