Not only for blind people but also for people with good sights. The dot is used as a marker indicating the number five and the center of the keypad so that you could enter your numbers  correctly even  if you're not looking at the keypad making your movement faster......

Its for blind people so they know where the center of the keypad is, thus helping them to text!

Not just for the blind, but also to help touch typists.  

Some computer keyboards also have a tactile marker on the "5" of the keypad, and sometimes also on the "F" and "J" keys, the home position of the index fingers for a touch typist.
