  1. call it "backers".

  2. Maybe you have been a victim of the "padrino" system?.....as in, "it's not WHAT you know; it's WHO you know"?

Sadly, it's deeply imbedded in our culture. Try finding some connections (i.e. peolpe who can make recommendations for you).

    Goodluck!

  3. It could be the possibility that it's the "Good Ol' Boys" things they've got.  Maybe the people who already work in these positions mention a good word to THEIR employers about THEIR friend or family member or whomever is looking for the job.  Perhaps it's THAT sort of system that it runs under.  I know that it's that way here in MANY gov't job positions.  Just depends on the job and the city/town you live in.

  4. POLITICS ARE CROOKED, ****** UP, AND GENERALLY RETARDED. IT COULD COME DOWN TO ANYTHING PHILIPINES IS CLOSER TO THIRD WORLD SO ITS PROBLY NOT CAUSE YOUR PROLETARIAT  YOU JUST DNT KNOW THE RIGHT PEOPLE OR SOMETHING I DONT KNOW WHAT YOU COULD DO GO GET DRUNK WITH SOME PEOPLE OF HIGHER STANDING MAYBE LOL
