Why is it that you don't have to test at coastgaurd for anything less than 200ton?

  1. You're right in that there is an exception for vessels of less than 200 gross tons sailing on voyages that begin and end at a U.S. port. This is probably because it would put too great a strain on the resources of operators of small vessels.
