For the same reason as when you dial the right number IT IS   engaged!

You would never know would you not unless you realised all too late that you'd keyed in the wrong number...not many dial these days...do they?

It is but if nobody answers you don't know it was a wrong number!

Maybe it is sometimes, but as nobody answered you did not realise that it was the wrong number.

BECAUSE YOU DONT KNOW ITS THE WRONG NUMBER IF ITS ENGAGED, you can think you called the right number and there is nothing to indicate otherwise silly..

I think you can put this down to Murphy's Law:
