Why is leadership an important skill as a civil engineer?

It's a quality needed of any engineer whose managing a project. For civil's, as a project manager, you have to interact with not only your staff but the public, politicians, contractors and etc... You also have to be able to stand up to contractors who are not completeing the project on time, on budget or within the specs of code. There have been many times where I have had rough arguments with construction managers about them not meeting specs on a design that are mandated per building code. I've had some tell me to, "shove the spec book"....well you get the point....

As a leader and strong minded person, you use that attribute to see your project thru to completion on time and in budget and to the proper code...

i would guess they are looking for leadership personalities because this shows you are not afraid of takeing on responsibility and acting as the manager the buisness man of your team, which will help to get the task done efficently and effectivly with high safety and little amounts of things going wrong.

Because it is a hard industry with lots of strong characters who work V hard both on and off site esp those who get their hands dirty. For them to perform and meet dead lines as per your contracts they need to see those who manage / supervise are worthy of being followed. ie are leaders and have leadership to guide, motivate and problem solve with out flapping.

becos a lot of "parallel" and concurrent engineering is involved in civil than maybe any other engineering discipline. Concurrent in the sense that u interact with other professions that dont even include engineering, construction workers, painters, draftsmen, technicians etc.

thus leadership is of paramount importance in any field of engineering, most especially civil.
