Why is liquor sold in paper bags?

Question

I don't think i have ever received a plastic bag upon exiting a liquor store. If i get a bag, it's brown paper. Any reason behind this that anyone can think of?

We carry bottles of alcohol in plastic bags all the time in the UK, Granted it does rattle around, the bags seldom split.
