Moscow is not a typical Russian city, and every Russian would tell you this. There is a lot of capital involved, a lot of people with money (BIG money), a lot of investments into city's infrastructure and a lot of efforts to beautify it - to impress and show off. The city, therefore, has gotten extremely expensive, the real estate, the living expenses, etc. This is the consequences of the all of the above. A lot of rich Russian who live there don't count the money and are willing to spend that much. It's gotten pretty tough for the poorer population, they have to find the ways to make ends meet while still living there.

But Moscow is, in fact, the most expensive city in the world (as of this year, I believe).
