Why is my Betta Fish floating head first at bottom of tank?

He is a male! color just a little discolored! He is alive, breathing, and moving!

Does he have at least 2 gallons?

Does he have a heater?

Do you use dechlorinator?

Do you feed betta apropriate food?

Does he have ragged fins, fuzzy spots, red streaks, or anything out of the ordinary?

We need some more details.

well, for starters is his tank of atleast 5 gallons? does he have a heater? what about a filter? tankmates? if so, are they fine? is theyre anything different about his appearance, lkike spots, streaks, bumps etc?? we need details!! =]
