Why is my Budgie(Sparky) puffed up ?

He sometimes goes to the bottom of the cage & snuggles up in the corner.He doesn't seem happy at all.

That is not normal behavior as you know.  You need to keep him warm, away from drafts, try to encourage eating and drinking by putting some food on the bottom of the cage, get him to a vet asap.   Cover the cage to help keep him warm.  Some people use a heating pad, you have to be very careful if you do that it can overheat the bird and kill him.

did u place it in fron of a fan? aircon? or drafts???

then change place...

he will die soon if u do not do anything...

he wants to be heated....

cover him now to warm him!

Your bird is sick. Needs to go to avian vet asap. Until get him there keep warm and dry. Put heating pad under one half of cage and keep cage halfway covered. Keep in quite area. Put his food and water dish close by him. Are you sure it is a boy and not a girl that is going to lay eggs on bottom of cage. Could be eggbound. I would get to vet asap.
